Not sure about other games, but his Renegade Ops's achievements has been cheated https://metagamerscore.com/game/504?user=11055 at the same time 2018-02-18 13:46.

Same for Vikings https://metagamerscore.com/game/4140?user=11055, all achievements earned at 2018-02-15 19:01.

Amnesia https://metagamerscore.com/game/478?user=11055, all at 2018-01-25 19:52.

It's not possible at all.

Agreed, this guy's a blatant cheater.

I've never seen them on Awesomenauts, and they have 0 hours in the game. Yet they received all achievements at the same time stamp 2018-01-06 18:55.

This game requires online access to Steam, and I play it often enough that I would have surely run into him by now, considering how small the game is sadly.

Looking at their recent and/or valuable 100%, almost every game they have beaten at the same time stamps each, often without recorded playtime.

A few other recent examples:
Renegade Ops, all achievements at 2018-02-18 13:46

Binary Domain, all achievements at 2018-02-16 12:26

Viking: Battle for Asgard, all achievements at 2018-02-15 19:01

Left 4 Dead, all achievements at either 2017-09-22 12:27 or 2017-09-22 12:29 (2-min difference)

Star Conflict, all achievements at 2017-09-22 12:36, no playtime on Steam yet requires MP, no one on Astats has 100% and the site reports over 2000 hours required for 100%

AdVenture Capitalist, first achievements at 2017-10-01 03:01, not easy nor short ones (they got the easiest one, 100 lemonade stands, at 2017-10-01 03:09, i.e. 8 minutes afterwards). Then they get the 100% at 2017-10-01 03:20, i.e. in 19 minutes, which is for any practical means impossible.

Pixel Puzzles Ultimate, most achievements at 2017-10-06 22:58, then lot more at 2018-01-02 03:43. They have no playtime on Steam. They don't have the 100% though, probably because the game has added achievements since then.

They have some games with playtime, like Tap Heroes. Their first achievements are between 2017-11-16 17:32 - 2017-11-16 18:20, but then they gain all the rest at 2017-11-16 18:32. This too is an impossible feat because there's a grind of about 200 hours to kill all enough enemies for the last achievement.

I didn't check every game above for whether they actually have any playtime on Steam, but for most of them they most likely don't have any.

Suggested action: ban Steam info.

Something else interesting about their PPU achievements. Some of those are from Variety Pack 3. That pack didn't release until January 12th 2018, so it is impossible for someone to have legitimately earned achievements from that pack on 1-2-18 which they supposedly did with their timestamps. That alone is enough to ban their Steam profile unless they can prove they are a beta tester for the game.

Seriously, PPU cheaters are so easy to pick out when you check their timestamps up against releases of the packs since the achievements are added weeks before the DLC is able to be purchased and very often the game is impossible to 100%.

On top of that PPU is a game that is very difficult to play offline. If the Steam cloud is acting up, you can't access your DLC and it temporarily resets you as if you just started playing the game until the issue is cleared up, this is a known issue and sadly not uncommon. I've tried personally to go offline and none of my DLC packs or progress were present. It releases new DLC and challenges often enough that even if you figure out a way to go offline, you'd have to go online to get access to the new content. This is an unlock pattern that seriously can't be explained via offline play just because of how the game works.
